APR 2026: From Security to Resilience. New Security Scenarios for Critical Infrastructure in Puglia
The 21st edition of APR – Air, Port, Rail Security & Safety, the annual event organized by securindex to explore security issues affecting transport infrastructure, will focus on the evolving nature of threats which, as described in the latest Report on Intelligence Policy for Italian Security, are increasingly characterized by “pervasive, elusive, multidimensional and multi-domain” dynamics, with technology playing a central role in this transformation. This new paradigm calls for a different approach to the concept of security, which must now be understood as the resilience of infrastructure to emerging hybrid threats.
NATO, within its current strategic framework, also considers hybrid threats as phenomena that can combine different tools and methods, emphasizing the need to protect critical infrastructure through cooperation involving the military, civilian and private sectors.
These considerations are particularly relevant for Puglia, which, with approximately 865 kilometres of coastline, an extensive port system, four airports, a widespread road and rail network, and an integrated logistics system, constitutes an interconnected infrastructure network in its own right. Its strategic importance is further heightened during periods of international tension such as the present one, given its position in the Eastern Mediterranean.
It is therefore no coincidence that, within the ERDF-ESF+ 2021–2027 Programme, the Puglia Region has allocated €12.5 million to improving the security of existing airports and air traffic management systems, while operators are showing increasing interest in AI applications for security and process improvement.
APR 2026 will address these topics with representatives from military and civilian institutions, airport and port operators, logistics companies, security managers, private security providers and cybersecurity professionals, creating an opportunity for dialogue between security needs and solutions.
